MANUFACTURERS
There are approximately 125 active gold refiners around the world whose
relevant gold bars are accepted as “good delivery” by one or more of the
associations and exchanges featured in this section.
Section updated to November 2014, according to available information.
ACCREDITATION
A consolidated table in this section records – by region and country of
location – the names of active refiners that are accredited to the following:
• London Bullion Market Association (LBMA)
• CME Group – Market Contract: COMEX
• Tokyo Commodity Exchange (TOCOM)
• Dubai Multi Commodities Centre (DMCC)
The names of active refiners accredited to the 6 other exchanges are
recorded separately as their lists rely partly on the LBMA list or focus on
domestic refiners:
• BM&FBovespa, São Paulo (BM&F)
• Istanbul Gold Exchange (IGE)
• Multi Commodity Exchange of India Ltd (MCX)
• Shanghai Gold Exchange (SGE)
• The Chinese Gold & Silver Exchange Society, Hong Kong (CGSE)
Importance of LBMA list
As covered in the section on “Gold Associations & Exchanges”, the most
important list of refiners for the international gold bar market is the one
published by the LBMA.
In summary, the LBMA list refers to more than 70 active refiners in
30 countries.
It can be noted that relevant bars of LBMA-accredited refiners are
automatically accepted as good delivery by the Istanbul Gold
Exchange, Multi Commodity Exchange of India Ltd, Shanghai
Futures Exchange, Shanghai Gold Exchange and The Chinese Gold
& Silver Exchange Society. In addition, the Dubai Multi Commodities
Centre has a separate category for refiners accredited to the LBMA.
Supplementary brands
In the case of COMEX and TOCOM, brands issued by some major
bullion banks and other entities (and manufactured by approved refiners)
are also listed as “good delivery”. Notably, the relevant bars of Credit
Suisse (COMEX and TOCOM) and UBS (TOCOM).
In the case of the Istanbul Gold Exchange, brands issued by some
entities (and manufactured by approved refiners) are also accepted as
“good delivery”. Notably, the relevant bars of Commerzbank as they are
manufactured by Argor-Heraeus.

FORMER REFINERS OF GOOD DELIVERY BARS
The LBMA, COMEX, TOCOM and DMCC in their lists also refer to former
entities. The reason is that bars or brands in circulation that were
manufactured or issued up to the date when the refiner or brand was no
longer recorded on the active list remain good delivery.
LBMA: records in a separate list more than 70 “Former Melters and
Assayers of Good Delivery Gold Bars”.
COMEX: refers to more than 25 “Brands” that are no longer made.
TOCOM: includes several “Deliverable Brands” that are no longer made.
DMCC: refers to several refiners in a “Former List”.

KOTA BARU: Gifts in the form of gold dinar and a dinner for two at a restaurant are being considered by the Kelantan PAS government as incentives for husbands who do not hide their polygamous marriages.
State Women Development, Family and Health Committee chairman Wan Ubaidah Wan Omar said the proposal would have to be discussed thoroughly before it could be implemented.
She said this in response to a suggestion made by the state government during a state assembly sitting last week to give a special incentive to men who do not hide their other marriages.
Wan Ubaidah said the committee also planned to invite comedian and Sinar FM deejay Salleh Yaakob to give a talk on Muslim marriage soon. — Bernama

KAKITANGAN Permodalan Kelantan Berhad, Ruzaini Yaakub, menunjukkan mata wang Dinar Emas dan Dirham Perak pada majlis pelancaran di Kota Bharu, semalam.KOTA BHARU: Kerajaan Pas Kelantan semalam melancarkan Dinar Emas dan Dirham Perak sebagai mata wang alternatif untuk pelbagai urusan termasuk perniagaan, membeli belah dan pembayaran zakat di negeri ini.
Bagaimanapun mengikut undang-undang, pengeluaran mata wang sama ada alternatif atau tidak, adalah di bawah bidang kuasa mutlak Kerajaan Persekutuan dan Bank Negara Malaysia (BNM) kerana ia membabitkan urusan dasar serta pengurusan kewangan Malaysia. Timbalan Menteri Kewangan, Datuk Dr Awang Adek Hussein, berkata tiada peruntukan undang-undang yang membolehkan kerajaan negeri mengeluarkan mata wang, tidak timbul soal mata wang alternatif atau tidak walaupun hanya untuk urusan jual beli di negeri itu.
Kementerian Kewangan dan BNM akan mengkaji tindakan yang boleh diambil berhubung perkara ini, katanya ketika dihubungi di sini, semalam.
Beliau mengulas mengenai tindakan kerajaan Kelantan melancarkan dinar dan dirham yang akan digunakan di kira-kira 1,000 premis perniagaan di sekitar negeri itu, termasuk Pasar Besar Majlis Perbandaran Kota Bharu (MPKB), Bazar Buloh Kubu dan Pasar Siti Khadijah.
Menteri Besar, Datuk Nik Aziz Nik Mat, berkata berdasarkan kajian, penggunaan dinar dan dirham dalam urusan perniagaan di negeri ini tidak bercanggah dengan peraturan ditetapkan BNM.

Beliau berkata demikian selepas Majlis Pelancaran Mata Wang Syariah, Dinar dan Dirham Kelantan di sini, semalam. Pada majlis itu, Nik Aziz turut menyampaikan sijil dan pelekat kepada rangkaian peniaga negeri ini yang bersedia menerima dinar dan dirham sebagai medium jual beli.
Sebagai simbolik perasmian, Nik Aziz turut menyerahkan pembayaran gaji pertama kepada Ketua Pegawai Eksekutif Kumpulan Perbadanan Menteri Besar Kelantan (PMBK), Mustafa Salleh, menggunakan dinar.
Sementara itu, pakar ekonomi dari Universiti Sains Malaysia (USM), Prof Dr Amir Hussin Baharuddin, turut mengesahkan pengeluaran mata wang di luar bidang kuasa kerajaan negeri, malah tindakan kerajaan PAS Kelantan itu tidak praktikal dan tidak kena pada caranya.

KAKITANGAN Permodalan Kelantan Berhad, Ruzaini Yaakub, menunjukkan mata wang Dinar Emas dan Dirham Perak pada majlis pelancaran di Kota Bharu, semalam.KOTA BHARU: Kerajaan Pas Kelantan semalam melancarkan Dinar Emas dan Dirham Perak sebagai mata wang alternatif untuk pelbagai urusan termasuk perniagaan, membeli belah dan pembayaran zakat di negeri ini.
Bagaimanapun mengikut undang-undang, pengeluaran mata wang sama ada alternatif atau tidak, adalah di bawah bidang kuasa mutlak Kerajaan Persekutuan dan Bank Negara Malaysia (BNM) kerana ia membabitkan urusan dasar serta pengurusan kewangan Malaysia. Timbalan Menteri Kewangan, Datuk Dr Awang Adek Hussein, berkata tiada peruntukan undang-undang yang membolehkan kerajaan negeri mengeluarkan mata wang, tidak timbul soal mata wang alternatif atau tidak walaupun hanya untuk urusan jual beli di negeri itu.
Kementerian Kewangan dan BNM akan mengkaji tindakan yang boleh diambil berhubung perkara ini, katanya ketika dihubungi di sini, semalam.
Beliau mengulas mengenai tindakan kerajaan Kelantan melancarkan dinar dan dirham yang akan digunakan di kira-kira 1,000 premis perniagaan di sekitar negeri itu, termasuk Pasar Besar Majlis Perbandaran Kota Bharu (MPKB), Bazar Buloh Kubu dan Pasar Siti Khadijah.
Menteri Besar, Datuk Nik Aziz Nik Mat, berkata berdasarkan kajian, penggunaan dinar dan dirham dalam urusan perniagaan di negeri ini tidak bercanggah dengan peraturan ditetapkan BNM.

Kelantan launches Syariah currency
KOTA BARU: Kelantan has become the first state to introduce the gold dinar and silver dirham currency on Thursday.
Speaking when launching the Syariah currency, Menteri Besar Kelantan Datuk Nik Abdul Aziz Nik Mat said the state would strive to expand the use of gold dinar and silver dirham in all transactions, including paying civil servants' remuneration.
However, there are still many technicalities that had to be addressed by the state government, he told reporters after launching the dinar gold and silver dirham here Thursday.
The dinar gold and silver dirham is managed by Kelantan Gold Trade (KGT), a subsidiary of Kelantan Menteri Besar Incorporated (PMBK).
In a symbolic gesture to mark the occasion, Nik Abdul Aziz handed over dinar gold to PMBK chief executive officer Mustapha Salleh as payment of salaries to PMBK employees for the month.
Nik Abdul Aziz, who is also PMBK chairman, said to date 1,000 traders agreed to use the gold dinar and the dirham silver currency in their transactions besides Lembaga Tabung Haji and Bank Islam Malaysia.
"There is no reason why transactions in syariah currency cannot be practiced in the state as it was widely used thousands of years before the fall of the Ottoman Empire," he said, adding that other states were encouraged to use the currency. - BERNAMA

Dr M blasts OIC for failing to unite Muslims

KUALA LUMPUR: Tun Dr Mahathir Mohamad has lambasted the Organisation of Islamic Conference (OIC) which he said had failed to unite Muslims.
“It often serves to emphasise divisions within the Muslim world. The disagreements between member countries are so obvious as to expose their disunity,” he claimed on Tuesday.
Dr Mahathir, who was the prime minister when Malaysia chaired the OIC in 2003, said the problem was that it was an organisation of governments of countries whose interests took precedence over the religion.
“As an organisation of governments, the OIC is unable to consider anything purely on the basis of religious injunctions or the interest of religion.
“Even the injunction of Islam that all Muslims are brothers could not override certain other national priorities,” he said in his keynote address at the Second International Muslim’s Unity conference.
The OIC, he added, worked on a basis of consensus which was not conducive to organisational decision making.
He suggested setting up a chain of Muslim non-governmental organisations in Muslim communities and countries to restore the brotherhood and unity of Muslims regardless of sects or differences.
Using such NGOs as the vehicle for Muslim unity, he said, should be focused on the promotion of Muslim brotherhood, reducing misunderstandings or suspicions, acquiring knowledge and skills, and pushing for better education systems, among others.
Muslim NGOs, he added, must also launch a concerted campaign to stop the “revenge mentality” which leads to blind retaliation.
“Muslims are very angry. And in anger, they lash out at everyone, including other Muslims. They blow themselves up in revenge, killing at random, not so much their enemies as they do their own people.
“After they have lost their lives, what have they gained? Basically nothing that will stop their enemies from continuing to oppress and kill them,” he said.
Muslims, Dr Mahathir said, must work out plans and strategies with the objective of achieving success in their struggles.
“One should be prepared to accept partial unity if total unity cannot be achieved as much can still be done,” he said.
“Today, Muslims are deeply divided into many different sects which often are violently pitted against each other.
“Lethal suicide bombers of different sects direct their attacks against each other, killing hundreds of Muslims each time. They may believe they will become martyrs and go to heaven but can we really believe they will when they go against the injunctions of the Quran that Muslims must not kill Muslims?
“True practising Muslims must stop the fighting, reduce the divisions and restore brotherhood and unity,” he said.

KRISIS kewangan semasa dijangka berakhir tahun depan, tetapi satu lagi krisis sistemik dijangka berlaku dalam dekad akan datang sebelum pasaran benar-benar pulih, kata Ketua Pegawai Operasi Principal Global Investors, Barbara McKenzie.
Beliau berkata, risiko krisis dalam dekad baru itu juga dijangka berkaitan kredit yang mungkin diterajui pasaran Amerika Syarikat.
“Krisis ekonomi semasa berkaitan tekanan kredit dan tekanan ini tidak akan benar-benar pulih hingga tahun depan dan perkara ini masih diberikan tumpuan oleh pihak pembuat dasar dan bank pusat.
“Jika inisiatif yang diambil sebelum ini dengan melambakkan kecairan di pasaran dan berharap kredit akan bergerak semula, tetapi banyak petunjuk yang jelas menunjukkan lambakan itu hanya kecairan biasa dan tidak menjana sumber kredit.
“Inilah antara satu daripada risiko dan cabaran besar yang akan dihadapi pihak pembuat dasar dan bank pusat sepanjang tahun depan hingga membawa ke dekad baru termasuk memikirkan satu pendekatan terhadap kredit yang benar-benar boleh memanfaatkan pengguna,” katanya pada taklimat media mengenai hasil kaji selidik yang dikendalikan bersama antara Principal Global Investors, Citi Group, Financial Times dan Create-Research mengenai ‘Masa Depan Pelaburan: Apakah Langkah Seterusnya’ di Kuala Lumpur, semalam.
Turut hadir Ketua Eksekutif CIMB-Principal Islamic Asset Management Sdn Bhd, Datuk Noripah Kamso dan Pengarah Urusan Principal Global Investors (S) Ltd Asia ex Japan, Kirk West.
Kaji selidik itu mendapati 49 peratus daripada responden menjangkakan krisis akan berakhir dalam separuh pertama 2010.
Namun, 25 peratus daripada 225 responden yang terdiri daripada pengurus aset dan dana pencen dari 30 negara berpendapat krisis akan berakhir lebih lewat daripada tempoh berkenaan.
Umumnya, McKenzie berkata, kaji selidik itu memberi petunjuk terhadap satu perubahan tindak tanduk pelabur yang mana mereka tidak akan mengulangi kebiasaan tindakan lama dan lebih berhati-hati.
Dengan kata lain, katanya pelabur akan ‘beli apa yang mereka faham; dan faham apa yang dibeli’.
Selain itu, beliau berkata, pelabur juga dijangka memberi tumpuan kepada produk pelaburan kualiti, ringkas serta selamat dan mereka mahukan pulangan yang diselaras dengan risiko yang konsisten.
Mengenai apakah tumpuan yang akan diberi pembuat keputusan selepas krisis, McKenzie menjangkakan pertimbangan dan tumpuan akan diberikan untuk meningkatkan peraturan terhadap dana lindung nilai dan dagangan derivatif atas kaunter.
Ini kerana, banyak aktiviti daripada kedua-dua pasaran berkenaan yang menyebabkan masalah, tetapi sebab ia berlaku tidak dapat dikesan.
